According to the history book, it was built by residents of Minh Huong villages in 1653 - the period of the formation of the Hoi An Ancient Town, over the same period as Quan Cong temple (Ong pagoda). In the early 20th century, the pagoda was relocated to its present location, due to many factors, behind the campus of Ong Pagoda.

Currently, the pagoda still retains its unique architectural features with a massive wooden truss, column and rafter system. The wood carvings of Quan Am Pagoda are exquisitely done by Kim Bong carpentry artisans, representing the woodcarving art of Hoi An. The main hall is decorated simply but dignified, the middle of the pagoda worships Buddha, and the two sides worship Bodhisattva and other Buddhas and Bodhisattvas. In 1991, Quan Am pagoda was recognized as a national historical and cultural relic of Viet Nam.
